House and Senate Negotiations
Debates in the Senate Health Care Reform Bill: As the debate began Monday, discussions highlighted many controversial issues such as cost containment, public choice, illegal immigrants, cuts in Medicare and funding abortion. In the coming weeks each side is offering dozens of amendments to be debated and voted. On Wednesday, lawmakers agreed to vote on amendments to address two key issues this week, focusing on women and the elderly:
* An amendment sponsored by Sens. Barbara Mikulski (D-MD) and Olympia Snowe (R-ME), would increase insurance benefits for women, which mandates that policies include an annual projection of health. Although the amendment does not refers specifically to present what preventive services are covered, the measure gives the Health and Human Services Secretary's authority to make these determinations. Debate on the amendment in part focused on the controversial recommendations last month that women have fewer mammograms and Pap tests to detect cancer cervical cancer. The Congressional Budget Office, said the amendment would cost 940 million U.S. dollars in a decade. This amendment was approved by a vote of 61-39.
* Another amendment was introduced by Senator John McCain (R-AZ) and excludes from the note of $ 400 billion in Medicare cuts to providers of home health, hospitals and private providers of Medicare Advantage plans. This movement is not by a vote of 58 to 42.
AARP backs Medicare Cuts: As lawmakers Senate prepare to vote on Medicare funds controversial amendments to the reform legislation, AARP, said in a letter Wednesday that the organization supports Medicare cuts.
Medical groups oppose SB: A coalition of the American College of Surgeons and 18 other medical societies representing specialists surgeon said Wednesday they could not support the proposed Senate bill, as not sufficiently responsive to Medicare's physician payment system. Moreover, California Medical Association joined a number of state medical associations, including Florida, Georgia and Texas, as opposed to the bill under discussion in the Senate. OC: The premiums would increase for individuals: According to a new analysis by the Congressional Budget Office (CBO) published Monday, the attention of the Senate bill of health reform can increase premiums for individuals purchasing insurance unless they qualify for the subsidies government. The report also indicates that employees of large companies would reduce premiums, while those of small companies see premiums remain basically them. Curiously, however, another poll released Monday by the Robert Wood Johnson Foundation Center for Health Policy (UNM-RWJF Center), Latinos and impreMedia decisions shows a broad consensus among the Latino / Hispanic electorate about the importance of reforming health care, indicating significant support for the expansion coverage.
Americans support Malpractice reform: an Associated Press poll released just before Thanksgiving shows that 54 percent of of Americans favor making it more difficult to sue doctors and hospitals for medical errors, while 32 percent oppose the idea.
Looking ahead
Negotiations on proposed amendments to draft reform Sen. Reid will continue in the coming weeks. Senator Reid expects to have a draft law of health care reform passed by Christmas, but has warned the senators that the plan would work weekends to get this done.
